Dear Fellow Republican:
Governor Schwarzenegger inherited a state that was $22 billion
in debt, on the verge of bankruptcy with businesses fleeing the
state. After outlining reforms in his January 5, 2005, State of the
State speech, the governor gave the Democrats in the state
legislature 55 days to act on these reforms or he would go to the
people. The legislature did not act. On March 1, the governor
went to the people.
To make the state a better place to live, work, and raise a
family. The governor has proposed real reforms that will:
- Make our politicians accountable to the voters through
redistricting.
- Improve education for our children.
- Ease the financial burden placed on taxpayers by years of
reckless overspending in Sacramento.
The pathway to implementing the much needed reforms is
challenging. Unions and other special interest groups are fighting
the status quo to protect their grip on Sacramento. The governor
needs your help by circulating the petitions described below and
writing letters to the editor:

Redistricting Reform: The Voter Empowerment Act.
This initiative calls for taking the responsibility of
drawing boundaries for our California Senate, Assembly,
Congressional and Board of Equalization districts out of the
hands of the legislature and putting it into the hands of a
panel of retired judges.

| Education Reform |
 |
|
Put Kids First Act. Referred to as Tenure for
Teachers and officially titled: Public School Teachers.
Waiting Period for Permanent Status. Dismissal Initiative
Statue. If passed the length of time required before a teacher
became a permanent employee would be raised from 2 years to 5.
Excellence in Teaching Act. Referred to as Merit Pay
for Teachers, it is officially titled: School Employment
Decisions. Employee Performance Initiative Constitutional
Amendment. Requires employment decisions, including hiring,
compensating, promoting, demoting, terminating, transferring
and assigning employees within school district to be based
solely on employee performance and needs of the district and
pupils, and not on seniority.

| Budget Reform |

California Live Within Our Means Act. Referred to as
the Spending Cap Initiative, stops the autopilot overspending
and forces the state to live by the same rules most California
families live by -- don't spend more than you bring in. During
spikes in revenue, generates a spending cap that is lower than
total state revenues. During years of revenue downturns, it
allows the state to spend reserves to maintain essential state
services.
